Francis and Clare Place

Catholic Charities of Oregon, in partnership with the St. Francis of Assisi Catholic Church, is proud to bring forward Francis + Clare Place which will provide 61 units of affordable, Permanent Supportive Housing (PSH) less than two miles from Catholic Charities of Oregon’s headquarters.

This development will build on the legacies serving the needs of the community of the adjacent St. Francis Park Apartments, which opened in 2017, and the St. Francis of Assisi Church. The planned apartments will provide people experiencing chronic homelessness with access to whole-person supportive care and a range of onsite social services.

Planned amenities for residents include a “quiet room” that offers residents a dedicated space to decompress or reflect, and an on-site classroom that will support workshops and classes from Catholic Charities’ supportive service programs. Additional culturally-responsive services will be provided by Native American Rehabilitation Association of the Northwest (NARA). Additionally, NARA and the AfroVillage Movement will partner with Catholic Charities throughout the development process on engagement activities and outreach to communities most impacted by homelessness in the area. Construction began on September 12, 2023 thanks to funding committed by Portland Housing Bureau from the voter-backed 2018 Portland Housing Bond.
